Il était le fils de Rabbi Aaron Elmaleh et de la fille de Rabbi Joseph ben Ayyush Elmaleh. En 1826, il se rendit à Mogador et, vers 1840, y fut nommé rabbin.Il devint consul d'Autriche et fut décoré à la fois par l'empereur François-Joseph et par le bey de Tunis. Rabbi Joseph Elmaleh était actif au profit des Juifs persécutés du Maroc, s'opposant aux activités missionnaires et ramenant de nombreux apostats au judaïsme.En 1879, lors d'une de ses nombreuses visites d'affaires en Europe, il se vit offrir le poste de rabbin de la communauté espagnole et portugaise de Londres, mais il refusa. Il mourut à Londres le 10 janvier 1886 et fut enterré au cimetière de Novo. Son fils Ruben devint chef de la communauté de Mogador ainsi que consul d'Autriche.Il épousa Simha bat Amram Elmaleh.
