He will present arguments that the congregational lay leaders were empowered to do so from the 17th to 19th centuries by a combination of Dutch colonial policy and dictates from the Jewish mother community in Amsterdam. Notwithstanding regular contention and conflict within the community, liberalization of religious thought and of governance principles led in the 20th century to concord and the sharing of responsibility.
