I recently read that only 8% of petitions submitted by Sephardim and their descendants for Portuguese citizenship (as reparation for the 1496 decree of expulsion) were approved. Does anyone know why it is so low? (Facts please; no arbitrary, conspiracy-related allegations of discrimination). Also, does anyone know the percentage of success for petitions submitted in Spain?

My Paternal ancestors were Spanish Jewish merchants that ended up in Hispanola(Haiti,Dominican Republic). I didn't know til recently that our original surname was Codges. I cannot find this last name anywhere except in one Louisiana census record in 1910. Beyond this I can't find anything. I am thinking that this might be an variation of my original surname. If anyone had any info that would help ...
